Valued Customer,

Video Platform Conversion:
At long last the conversion from Analog to Digital video is at hand.
The process has been slowed by plant, economic, equipment and a few
remaining contractual issues. Versus any further delays, a schedule is
in place and its “full speed ahead”. Digital box roll-out and billing
and head-end equipment upgrades will be completed in September with a
go live date occurring in October. The new digital platform allows 10
channels to be “compressed” into the same bandwidth as a single
existing analog channel allowing for several new channels/services to
be launched. Posted
in this CVC Blog is a list of FAQ’s (frequently asked questions)
created to help explain the process and a tentative lineup. (Final line
up will change). We expect (may be appropriate here to thank you in
advance for your patience) to accomplish the following in as short a
time as possible while keeping service disruptions to a minimum:

1) Convert all existing analog channels carried to digital.
(as available on the HITS digital platform)

2) Launch several new channels and services.

3) Reposition our offerings to provide additional levels of service at varying economic price points.

The post conversion offerings will include: (final pricing will be dependent on final contracts)
-- A “lifeline” level of service including approx: 11 Bay Area off-air networks and an analog guide priced at approx. $20/mo.
--
A digital “basic” level of service which closely matches the current
line-up and pricing for subscribers satisfied with the current
offerings and price levels. (approx 73 channels)-- An expanded digital tier offering an additional 34 channels for an additional $12 to $15/mo.
--
A High Definition Tier including the “big four” networks (ABC, NBC,
CBS, & FOX) in High Definition along with several sports , movie,
and other news and entertainment channels. This tier will be launched
with 20 HD channels and grow as more channels become available in HD
format
-- DVR (Digital Video Recorder) capabilities.
-- Full slate of digital music. (42 channels in all formats) included in the digital offerings.
--
Expanded premium movie channels. 7 additional channels on the existing
HBO and Cinemax offerings and the launching of Showtime, The Movie
Channel, Starz, & Encore.
-- A full slate of PPV (pay per view) channels (approx: channels) First run movies, sporting.

Getting
from “here to there” involves a number of firsts for our technical and
general and administrative staff. We are confident we’re up to the
challenge and along with your cooperation and patience expect to
accomplish our goals in short order with a minimum of service
disruptions.

           Very Truly Yours,

The Entire Central Valley Cable TV (CVC) Staff

PLEASE NOTE: Cable customers will need to have a converter to continue to receive their signals.

DATES for cable TV customers to pick up their required digital converter:
Gualala Customers >> 10/5/09 thru 10/9/09
Sea Ranch Customers >> 10/12/09 thru 10/16/09

CENTRAL VALLEY CABLE TV (CVC)
FAQ’s - Frequently Asked Questions

What digital platform is being deployed? Motorola’s H.I.T.S. (head-end in the sky) Platform. Specifically the HITS QT+ platform. The platform was developed to provide small cable systems an affordable digital solution by minimizing the equipment required locally and placing the infrastructure “in the sky”. The platform provides national provisioning and control and places encryption and control within the DCT (digital converter terminal).

What are the biggest changes we’ll encounter? Other than “lifeline” off air tier subscribers, all television sets will require a DCT (digital converter terminal). This is the single largest capital expenditure for CVC and will result in an add on charge per month for each box beyond the box provided on the “primary” television which will be provided without charge. CVC has worked a deal with an equipment provider to supply reconditioned DCT’s at half of the original retail cost allowing CVC to offer the DCT’s at a per monthly charge of approx: 60% of what our competition charges. (approx $2.95 vs $4.95) for the standard digital box and approx $5.95 vs the $10 the competition charges for a High Definition Box with DVR capabilities)

How do we get from here (analog) to there (digital)? The largest obstacle is the deployment of DCT’s to every TV and properly communicating with our subscribers as analog channels go dark and reappear digitally. Unfortunately CVC does not have enough Bandwidth to simply launch everything in digital while maintaining the existing Analog line-up. CVC will maintain its existing Analog guide on Channel __ and add a digital guide viewable from every DCT. In the event an existing channel is not in its normal place simply consult the digital guide and find its new location on the digital line-up. Newly launched channels may appear on the guide before they appear on the digital line-up. Please be patient as the new channels are activated. The plan is to deploy the boxes “wide open” making all channels available for viewing for a period of time to allow our subscribers to get familiar with the new offerings. We anticipate box installation to be accomplished by a combination of self installation by picking up the DCT’s and self installing them using provided installation instructions and where necessary by scheduled installation by our technical staff. (no charge).

My TV is “cable card” enabled will I require a DCT? No. We can provide you a cable card (approx $50) and authorize your programming through the HITS provisioning system. The shortfall of using a cable card is the inability to utilize the full capabilities of the digital guide which requires hardware and software built into the DCT’s.

What affect on picture and sound quality will be evident post Analog to Digital Conversion? In an Analog environment pictures fade when problems occur. As the problem gets worse so does the picture. In a Digital environment the picture is either there or its not. If its there the quality is good. Problems in the digital environment will appear as “tiling” errors and “freeze frame” before the picture disappears.

Sound Quality: Digital sound is “cleaner” than analog and will perform better in higher quality TV sets and home theater systems.

What can we expected compared to CVC’s competition as to pricing and offerings? CVC, based on its size, will always be at an economic disadvantage regarding its offerings as CVC’s costs are spread amongst a few hundred subscribers and our competitors across millions ? Our competitors also enjoy significant volume discounts from the programmers CVC does not. That being said, CVC has and will continue to be competitive on price and finally on service offerings. CVC’s local operations employing local people, acquiring its materials and services locally affords it much better response times to handle emergencies when they occur. Our local touch also provides us benefits regarding local programming our national competitors do not share. (local emergency alert capabilities, local play back capabilities of local governmental meetings, the community bulletin board, etc).

Central Valley Cable provides various levels of residential and commercial broadband services. The varying levels of service are defined by pricing, the bandwidth provided (upload and downloaded speed maximums), and the amount of data uploaded and downloaded in any monthly period measured in Gigabytes. Any customer consistently exceeding the service level guidelines will be contacted and, should the usage abuse continue, be switched into a level of service most closely matching the bandwidth used and data transferred.

The Guidelines for Bandwidth/Network Traffic Usage/month for each service package is as follows:
Super  Lite  - totaling 5 Gigabytes, or 3 Gigabytes download/2 Gigabytes upload;
Lite - totaling 10 Gigabytes, or 6 Gigabytes download/4 Gigabytes upload; Premium- 15 Gigabytes, or 10 Gigabytes download/5 Gigabytes upload;
Elite - totaling 25 Gigabytes, or 18 Gigabytes download/7 Gigabytes upload;
Business Elite - totaling 60 Gigabytes, or 40 Gigabytes download/20 Gigabyte upload.

Users exceeding the Bandwidth/Network Traffic amounts specified for their Service Package may be charged $10.00 for each Gigabyte used in excess of their specified amount.

In addition, users must ensure that their activity does not improperly restrict, disrupt, inhibit, degrade or impede Central Valley Cable’s ability to deliver the Services and monitor the Services, backbone, network nodes, and/or other network services.
Customers may not resell, share, or otherwise distribute the Services or any portion thereof to any third party without the written consent of Central Valley Cable. For example, you cannot provide Internet access to others through a wireless or dial-up connection, host shell accounts over the Internet, provide email or news service, or send a news feed unless express permission is granted by the customer agreement.
You may not provide network services to others via the Central Valley Cable services.

9.0 Updates/ Questions and Complaints
9.1 This Acceptable Use Policy is subject to change without notice.
FM RADIO COURTESY SERVICES

FM RADIO COURTESY SERVICES

The FM Radio services that Central Valley Cable provides to our customers is a courtesy service for our TV Cable subscribers only. Because of he upcoming launch of our digital services and the expansion of our Highspeed 2/way Internet, we have been doing a system wide audit and have found that many people who have internet with CVC have found a way to give themselves free television. We have began trapping all subscribers with internet services only so that not just these select individuals are allowed the free (no cost) extras that most of our customers are paying for. Unfortunately, this has also trapped the FM Booster out as well, meaning that unless you are a television subscriber, you will no longer have the courtesy FM Radio Stations.

It saddens all that are affected by the "One Bad Apple" that ruins the whole bunch.

Please contact Central Valley Cable if you would like to add Basic Cable TV Services to your account.

FEBRUARY 2009 ANALOG TO DIGITAL CONVERSION

The upcoming deadline of February 2009 wherein the off-air broadcasters are required to turn back to the FCC (Federal Communications Commission) their analog frequencies and begin 100% digital broadcasts will have NO affect on CVC's ability to provide you these services. Since 2006 CVC has received the off-air signals via satellite, in digital format. No additional equipment is needed by CVC's customers.

  08/12/08

           2008 ROAD WORK NOTICE

Each year The Sea Ranch Association applies slurry seal to approximately one-fifth of the roads in The Sea Ranch. This treatment has proven to be a cost effective method of maintaining Sea Ranch roads. Unfortunately, it requires road closures that might inconvenience you.

This year the road work is scheduled for: Monday, September 8th through Thursday, September 11th. This means that scheduling of service installations and service calls will be limited to accessible areas during that time.

September is also going to be a very busy month for Central Valley Cable plant construction. We will begin major plant construction on September 10th that may last up to 2-4 weeks. Service installations will be kept to a minimum during this time, but we will tend to outages and trouble calls as they come in.

Please refer to the list below for dates and locations of The Sea Ranch Road Work Closures:

MONDAY, SEPTEMBER 8

6/27/08

We have heard back from MCN with news from AT&T. As of 12:30 PM Friday afternoon, the repairs have been complete and our monitoring indicates that the system is working smoothly. We as well as MCN will continue to monitor the system. Please keep in mind that the horrific fires definately play a roll in the fluctuation of speeds from time to time, and we are all looking forward to them being put out soon.

As always, the staff at Central Valley Cable wishes everyone to have a safe 4TH of July.

6/26/08

Dear CVC Customers,

MCN staff has been trying to work with AT&T internet maintenance for a good part of today trying to resolve the internet problems. Unfortunately, we have had limited response from AT&T in regards to the repair of the circuit. At the end of the day we finally managed to speak to the manager of the escalation division who told us that there has been another problem discovered on the physical cable that the circuit is delivered on. This was at 5:40 PM Thursday afternoon. He is trying to dispatch someone later to resolve the problem tonight, but is not hopeful that this can happen. So we may be waiting until Friday before more work can be done to resolve the problem.

Mitch Sprague

MCN Business Manager

VIDEO RATE INCREASE

MARCH 31, 2008

Due to ever increasing operating costs CVC's basic video rate will increase $2 per month effective May 1, 2008. Other rates including installation, premium movie channels, and high speed data will remain the same. The local access fee imposed in Mendocino County will decrease by .40 cents per month to .75 cents. (Mendocino customers only)

VIDEO UPDATE:

The conversion from Analog to Digital is underway. CVC is in the process of finalizing vendors. It's a huge financial undertaking. It's imparative the correct decisions are made and the implementation well planned. The conversion will result in several new channels of digital quality video and audio, high definition tiers, pay per view, and DVR (digita video recorder) availability.

VOIP (digital telephony)

CVC has been testing digital telephone throughout its footprint and expects a phased rollout beginning this year. The result will be the offering of local and long distance phone service at a flat monthy fee.

IN SUMMARY

Like it's counterparts in large urban markets CVC is moving towards offering a bundled (triple play) video, data, and phone service to the community at price points saving hundreds of dollars annually over the existing ala carte pricing. It's been a long-term goal and a long time coming. Your patience and understanding throughout this process has been greatly appreciated.
